As digital transformation becomes an essential direction in higher education, the Ministry of Education and Training has released a Draft Circular on the exploitation and use of Open Educational Resources (OER) in universities. The policy is expected to create an important legal framework for developing digital learning ecosystems, promoting knowledge sharing, open research, and lifelong learning.

Following this trend, Thanh Do University has gradually developed an open education ecosystem through its Open Science and Education Library, expanding digital learning resources for teaching, learning, and scientific research.

Thanh Do University has invested in modern IT infrastructure and launched the Open Science and Education Library, providing more than 300 open-access textbooks in languages, social sciences, and business economics for free online reading and download.

According to Assoc. Prof. Dr. Phan Thi Thanh Thao, President of Thanh Do University, the project aims to build a digital platform for open educational resources, allowing researchers, lecturers, students, and the public to legally access and share academic materials without limitations of time or location.

The OESR Library at Thanh Do University 

The OESR Library at Thanh Do University functions as an integrated digital knowledge portal, combining both open and licensed learning resources. The system includes teaching materials, academic publications, and research outputs developed by the university, while also connecting users with reputable external open-source platforms. The online library supports flexible and connected learning, enabling users to access knowledge anytime and anywhere.

A notable achievement is the university’s publication Open Education and Open Science: A Guideline for Lecturers and Researchers, compiled by the research team, including Assoc. Prof. Dr. Phan Thi Thanh Thao, Dr. Pham Hung Hiep, MA. Nguyen Linh Chi, and Vu Nguyen Quang Duy from the Institution for Research on Education and Knowledge Transfer. The book was shortlisted for the 2025 Open Education Awards, reflecting Thanh Do University’s efforts to promote open knowledge, open science, and modern educational innovation in Vietnam.
