On 17 July 2026, Thanh Do University, in collaboration with Vietnam Law Newspaper, successfully organized the scientific conference “Developing Vietnam’s Legal System Towards a Development-Oriented State in the Context of International Integration, the Digital Economy, and Innovation.” The event brought together legal experts, scholars, policymakers, and educators to discuss legal reforms that support sustainable national development.

The conference served as a platform connecting academic research with policymaking, fostering dialogue on improving Vietnam’s legal framework to meet the demands of digital transformation, international integration, and innovation. Participants emphasized the need for a legal system that not only ensures effective governance but also encourages creativity, investment, and economic growth.

In her opening remarks, Assoc. Prof. Dr. Dao Thi Ai Thi, Vice President of Thanh Do University and Director of the Institute of Governance and Technology, highlighted the important role of universities in conducting research, providing policy consultation, and contributing evidence-based recommendations for national development.

Vietnam Law Newspaper co-organized the conference, reaffirming its role in bridging academic research with legal practice and public policy while promoting timely legal discussions.

The conference featured diverse perspectives on legal reform. Speakers stressed that legal development should go beyond revising regulations to creating a flexible and forward-looking legal system capable of adapting to technological change and supporting innovation.

Assoc. Prof. Dr. Vu Van Phuc presented a keynote paper on developing the socialist rule-of-law state in Vietnam within the context of a new era of development.

Presentations explored topics including the development of a socialist rule-of-law state, local governance reform through decentralization and digital transformation, and the need for a transparent legal framework to support the digital economy and emerging business models. Participants agreed that legal institutions must evolve alongside technological and social changes to strengthen national competitiveness. 

Dr. Vu Dang Minh shared solutions for reforming local governance models in alignment with digital transformation and international integration.

The event also reinforced Thanh Do University’s role in legal research and policy consultation by connecting academics, legal practitioners, and government representatives. It provided valuable opportunities for lecturers and students to engage with current legal issues while enriching teaching and research in the University's undergraduate and postgraduate law programs.
