Resolution 71-NQ/TW sets out a transformative vision for Vietnam’s higher education, emphasizing full and substantive autonomy for universities, regardless of financial independence. University autonomy is identified not merely as a governance mechanism, but as a strategic lever to enhance training quality, research capacity, institutional governance, and meaningful international integration.
In this context, the State shifts from micro-management to a development enabling role, encouraging universities, especially private institutions, to strengthen internal capacity, diversify resources, and ensure accountability to society. International accreditation systems thus become key benchmarks, reflecting both institutional autonomy and global academic credibility.

Thanh Do University marked its presence on the international education map by achieving a 4 - Star QS Stars rating in its first evaluation under the new standards.
Against this backdrop, Thanh Do University’s QS Stars 4-Star rating, achieved at its first assessment under the new QS standards, vividly embodies the implementation of Resolution 71 in practice. The University earned 705/1000 points, being evaluated across nine criteria, with 5 out of 7 core standards rated at 5 Stars, including Teaching, Facilities, Employability, Good Governance, and Social Impact.
Notably, a 98% graduate employment rate highlights the University’s strong commitment to practice-oriented education and labor market relevance, an essential responsibility of autonomous higher education institutions.
These results demonstrate that when granted genuine autonomy, private universities can develop robustly toward international standardization, learner-centered quality, and meaningful socio-economic contribution. Thanh Do University stands among the pioneers in transforming autonomy into academic competitiveness and sustainable value creation.
This development is deeply rooted in the vision of People’s Teacher Ngo Xuan Do, Founder and Chairman of the Founding Council, who emphasized that education exists not only to provide access, but to restore faith in its power to shape ethical, responsible, and socially contributive individuals.

The leadership, faculty, staff, learners, and students of Thanh Do University solemnly reported their achievements and received the QS Stars 4-Star certification at the memorial and tribute ceremony honoring People’s Teacher Ngo Xuan Do, Founder and Chairman of the University’s Founding Council.
The QS Stars 4-Star achievement thus represents not only a milestone for Thanh Do University but also a compelling validation of Vietnam’s higher education reform under Resolution 71, empowering private universities to confidently advance in the era of global integration.
