On September 22, 2026, the National Agency for Science and Technology Information and Statistics (NASTIS) under Vietnam’s Ministry of Science and Technology held a working session with the Vietnam Institute for Advanced Study in Mathematics (VIASM) and the Institute for Research on Education and Knowledge Transfer (REK Institute), Thanh Do University. The meeting focused on approaches to evaluating science and technology activities and making more effective use of research data to support the development of Vietnam’s science and innovation ecosystem.

Representing NASTIS were Dr. Tran Dac Hien, Director General, and members of the Agency’s professional staff. VIASM was represented by Associate Professor Le Minh Ha, Executive Director; Dr. Trinh Thi Thuy Giang, Deputy Director; and other institute staff. The REK Institute delegation included Dr. Pham Hung Hiep, Director of the Institute, and members of its research team.

A major focus of the discussion was the development and refinement of approaches to assessing the scientific and technological performance of research organizations in Vietnam. VIASM shared insights into the distinctive organizational and research model of a specialized research institute, highlighting the diversity of its scientific activities, collaboration networks, and research outputs. These practical perspectives are expected to provide additional input for NASTIS in refining evaluation criteria that better reflect the characteristics of different types of research institutions.

VIASM and the REK Institute research team also shared their experience in applying bibliometric analysis to examine knowledge structures, collaboration networks, and the development of research communities across scientific fields. Such methods can support the identification of research groups, emerging research trends, and research capacity across different scientific disciplines in Vietnam.

During the meeting, NASTIS representatives introduced the National Information System for Science, Technology and Innovation (STI), available at sti.gov.vn. Officially launched on September 11, 2026, the STI system aims to establish a shared national data infrastructure supporting public administration, scientific research, resource connectivity, and the broader development of Vietnam’s innovation ecosystem.

NASTIS also encouraged universities, research institutes, and science and technology organizations across the country to actively contribute to the system by regularly updating information on researchers, research groups, and scientific activities. Greater participation from research institutions will help build a more comprehensive, accurate, and useful national science and technology database.

The working session provided an opportunity to strengthen connections among science and technology management agencies, specialized research institutes, and interdisciplinary research teams. It also highlighted the growing potential of research data to support research capacity assessment, evidence-informed policymaking, and the advancement of science, technology, and innovation in Vietnam.
